Using Google may not be an option for many, as they charge from the beginning, whereas Bing has a free tier until you hit a certain threshold.

Nope, it was Bing Translate, now Bing Translate moves to new Azure Service, as I know, Azure Service has free trial Subscription in 1 Month, after this period, you will have to pay for this Service.
