Cannot install additional languages – same as described here :

System installed fresh from current Quickstart.

Extension manager >> Update Sites >> Rebuild – problem still exists. Reinstalling Joomla from 3.6.2 source files – problem still exists.

Didn’t work, don’t know why.
I installed the language packages manualy, that worked and also updated the list of update servers.
