Solved it. After reading/clicking around, I realized that Bootstrap was controlling the phone display, so I made the same "text-decoration: underline" change in my local theme’s bootstrap.css. I am regretting not switching to Purity III much earlier. Too many GREAT enhancements over ja_purity_ii to even try to list!
