With the responsive version of Teline IV on T3 Framework now I see JS compress is not an option. So my website shows meager 63% in GTMetrix partly because of it. I saw somewhere that JA is willing to allow third party JS compression, but not sure why this option was dropped in latest T3.

Please suggest a solution. Thanks.

You can get this option from JAT3 framework plugin and it is expected to be released within this week.
