There is conflicting information about cache settings with Teline IV.

1) Is it true that you should have the cache turned on for the Joomla System, or Teline IV, but NOT both?

2) Is it better to have Joomla System handle the Cache or Teline? How can I tell which is more efficient?

You should only turn on and use JA cache method in template setting.,

This is a good question. So for what I understand system cache has to be disabled?.

There are many ways / methods for caching your site but you should only use a method to avoid conflict issue.
