If your submenus do not show, you could have tried the Navigation | JA Split menu item of the demo top menu for the Helio template.
This option hides the submenus forever, since it *remembers* this choice (maybe it writes it somewhere?)

To make submenus show again you have to *manually* navigate to http://www.yoursite.com/?ja_menu=moo; in my exprience, changing the option in the template does not do the trick.
