As far as I know ja-tab is integrated to teline. Just follow the docu and you can use it. Or do you want to use it in another template?

There is a mambot (plugin) called “Tabs and Slides” that you can download from here:

http://www.joomlaworks.gr

It works with Ja-Teline and it also works within content items. You could try if it will work for you as an alternative solution to Ja-Tabs.

With some work it can be integrated in any template(the ja-tabs)
