Hi
May I know which form you want to create on the site?
As in Joomla, you have the Joomla Registration and contact form present.
You may find 3rd party extension from Joomla extension directly to add new forms.

Hi
Create a new extension needs good knowledge in Joomla and PHP, CSS,JS.
I suggest you contact your developer to who can build it for you.
Or you can find 3rd party form extension on Joomla extension directory.
