I have the tool tips to show on hover, but they aren’t coming up. They only work when I have Always On selected. Here is a link for review.

Hi
I can see there is js conflict on your site. I suggest you disable the 3rd party extensions one by one and check this.
You can also check the module with default Joomla template in case there is a conflict with the template you are using.
