Hello I noticed something odd recently, on unpopulated pages the footer appear up the page, should this not be fixed in the footer position?

Hi
its normal when the page does not have content it will move up.
You can add below code in custom.css file to add a min-height for content

.t3-mainbody {
    min-height: 500px;
}

I checked your site and found the code is not applied on site, also the footer is showing fine as you added more item on the page to increase the height of page.
