I’m implementin Joomla for a customer at the moment on GoDaddy and I get this error when click on “contact” or accessing module, etc…

Warning: cannot yet handle MBCS in html_entity_decode()! in /home/content/r/u/s/russelltag5/html/site/libraries/joomla/application/pathway.php on line 209

Does anyone know what that means?

I also get this error when log into the Admin Panel

The problem is caused by an old PHP version, should be solved if you upgrade.
