I notice this error in the documentation for JA Sugite as I was attempting to replicate the steps given.

If you scroll down to “Disable Rotate Effect”…

… you’ll see “logo-image a:hover img { transform: none; -moz-transform: none; -webkit-transform: none; }” boxed in salmon.
instead of “transform: none;”, the correct code is “transition: none;”.
