hi,
which description you are looking for.
by default joomla using utf8 as default charset for document.
but in some language , it could be depends on which font you are using. is it supported utf8 or not.

Hi,

when i use description for JA Animation Module – Santa Baloon, then Ddescription is not in UTF-8 🙁

Hi ! UTF-8 has become the dominant character encoding for the World-Wide Web, accounting for more than half of all Web pages but it depends on UTF-8 supported some languages or not.
