Hi,
is it possible to change in header module (top-menu) background color and text color via module settings (without changing css files) For example to switch themes of the module from black to white.

Hi

There are no modules managing the mainmenu , all is included into theme , so you can manage changes switching themes assigned to menu items.
If you want to change it you should only change overriding css
