Open site root folder /language/en-GB/en-GB.tpl_ja_sugite.ini.ini
find

TPL_VIEW_ALL                        ="View all"
TPL_RECENT_PROJECTS         ="Recent Projects"

Change the text view all and Recent projects in above

Kindly open the root folder of site /language/en-GB/en-GB.tpl_ja_sugite.ini
It seems you applied changes inside the template folder, not in the root language folder of site.
