You have JATC Membership that allows you to download all JATC templates and complementary extension.
Use this link: https://www.joomlart.com/downloads/joomla-templates/

If you will face error to signup, kindly Reset your forum password and clear browser cache and cookies.
Log in again and it should be fixed.

Yes, you can get the complimentary extension that comes with the template package.
if you want to access the JAEC Section you have to subscribe to the JAEC membership from the Pricing page.
