Not sure I understand your question . . .

You NEED to have some kind of web hosting platform/service in order to have a website on the internet … UNLESS you are skilled enough to build YOUR OWN server and hosting platform (including a database and other “usual and customary” elements).

You don’t absolutely “need” a control panel (aka: cpanel) – though it definitely makes life a whole lot easier for the general “behind the scenes” operation of your site.
