I have the buttons on ja regulus that allows a user to use wide or regular layout. But, it seems that on Win IE, if I use the smaller format, and click on a link to a new page, it automatically changes the width to the wide format. Is this by design? Can this be changed?

It seems that you disable cookie on IE and set the page width default to wide. Please enable cookie and try again.
