I have changed the title in the template setups as well as the Joomla global configuration and it still reads: “Responsive Joomla template for portfolio – JA Jason”
And where it the site’s favicon.ico file and the picture for the scrolling mouse icon in the header?

Fav icon is present in the template folder (ja jason ) . Here is doc . Clean your Joomla and browser cache to see fav icon changes .
For the site title , kindly check the Main Menu > Home (default menu of your site) > Page Display > browser page tile
