Best Method to Enable Another Site Language

I've seen two different methods to implement another language on a Joomla website. Just wondering what you all recommend/is best practice?

Hi,

The associations are core of Joomla, you can simply create content for each language on your site (Article, Category, ...) and for each one, you can select the association with another article in other language: http://prntscr.com/kohzd4

Step 8 - Exploring the multilingual site

Congratulations! You have just built your first multilingual website! When the user visits the site using a browser which is set to use the English language, Joomla! will display the site with the English content: all articles and modules that have been assigned to English as their content language.
