You have to enable off-canvas sidebar and mega menu for small screens.
Follow this documentation for Menu system.

I did everything you said. There is no change.
 
Only a small mistake in the optics. See the picture with arrow.

I would like the menu at the top of the bar. Not in the side strip.

Is there any help? Or is it not possible?

If you are not using Responsive mode of template.
Kindly take backup of site and Compile LESS to CSS from template option to write the NON responsive css classes.
