I seemed to resolve the issue below by uninstalling the US English Language pack

1062 Duplicate entry ‘en’ for key ‘idx_sef’ SQL=INSERT INTO teh3t_languages (lang_code,title,title_native,sef,image,published,access,ordering) VALUES (‘en-US’,’EnglishUnitedStates’,’EnglishUnitedStates’,’en’,’en’,’1′,’1′,’0′)

I added US English and Chinese language packs. When I ran the translation the message above appeared.
