Off-Canvas menu is missing if I use the "Header 1" block in the layout

Just to note that Purity IV's header 1 block in the layout is missing the off-canvas code.

This means the mobile menu will not display. Other header blocks all have the code and they work correctly.

I copied over this code from another block and now header 1 works:
<jdoc:include type="element" name="offcanvas-toggle" />

Has this been flagged up before?
