http error 431

I've read here that a few people are having http error 431.
I made changes to php.ini and still get the error.

I have some customizations in files you suggested s getting the latest GURU may cause problems.
I'm currently running V 5.2.2
I just updated to V 5.2.4

I have made all recommended changes and still get http 431 errors?
It happens on the 13th question, no matter where I start.
I can only look at 12 questions per session.
Both CHROME and Firefox have this problem.

I installed an old backup of the site and the problem persists.

I shared the issue directly to development team as it appear site specific problem and need 2nd level investigation.
Kindly give some time to developer for debug this.
Update : Kindly fix the super user login http://prntscr.com/v2v4z8
So we can able to check it , at the moment the site appear offline as well.

The site is now https://guru610.bus-dienst.info/
It's a backup of the other site from Oct 6th.

Just set up admin account.
