This issue does not seems to be a Jooma update, your site having heavy customization done on the header that result this view, can you check the custom.css file i saw there is huge amount of custom codes to re structure the Header of template.
Also if you have custom work in the layout files kindly check that too.
The admin details are not working, you can fix them, if the issue remain same after removing custom work.
