I was able to get it mostly working again. I went ahead and deleted everything in the geoip folder. Existing advertisements began working immediatly. I added and test one file/folder at a time. Everything works except for the GeoLite2-city.mmdb file. As soon as that file is uploaded no advertisements appear in the stream. However, keeping just that one removed it works. But, of course there is no Geo-Targeting available when it's missing.
Something in that GeoLite2-city.mmdb seems to the issue.
