    Exclamation problem with development mode

    I love T3, and i've been using blank T3 to create several custom made template, but on my last install, I can't seem to turn on Development mode, nor disable join&minify css and javascript

    I had permissions wrong on the jat3_blank template folder
    well ownership, but its been fixed
