hi i would like just the "Joomla! is Free Software released under the GNU General Public License." text gone not my text to please, the above gets rid of everything just a blank footer i would like to keep my text please

There are 2 options:
- Remove mod_footer and use your own mod_custom to put into footer position.
- Edit language file of mod_footer with your own text

on line 10

Is copyright removal now only available with a Developer's Club Membership? If still available with a Standard Membership, how do I puchase it?

If not available to a standard membership, can I apply the cost of my Standard Membership to upgrade to a Developer's Club Membership?

templates/ja_your_template/tpls/blocks/footer.php

and remove it
