Put "Welcome <username" in header?

I'm using JA Teline, but i'll post my ? here as I don't think that's relevant.

Is there a way for me to put a "Welcome <username>" in my top menu area if a user comes back and has a stored cookie, and is hence recognized?

Could snatch some code from the login modules. For example, the Joomla login module has a greeting on it - steal that code and stick it in the template :)
