List-content section parameters

Im haveing trouble in changing the paramters.
I know where it is and all.
I have a section with under categories, I have linked it throught the user menu. But it only shows those categories where there is a content. I want it to show all categories..

If you are referring to a specific template then you post this in that forum. Also a link would help to see what problems you are having.
